As a member of the European Union, Croatia has committed to work on the integration of the Roma. The most significant operational programme for the improvement of the socio-economic status of the Roma and their integration is certainly the Decade of Roma Inclusion. The Decade is an initiative that brings together governments, intergovernmental and non-governmental organizations, as well as the Roma civil society, to accelerate the progress towards improving the welfare of the Roma. At the same time, it is a task to show that progress in a transparent and quantifiable way. The Decade focuses on the priority areas of education, employment, health and housing, and commits governments to take into account the other core issues of poverty, discrimination and gender mainstreaming. The decade of Roma Inclusion is not imposed as another institution, bureaucracy, or a fund that deals exclusively with the Roma, but the government is committed to reallocate resources to achieve results.

As part of the Decade of the Roma, the Croatian government adopted an Action Plan for the Decade of Roma Inclusion. The Action Plan is aimed at resolving the difficulties faced by the Roma population in four areas: education, health, employment and housing.
