Europe 2020 - A European strategy for intelligent, sustainable and inclusive development
Europe 2020 is a strategic document made by the European Union in 2010, in which it tries to respond to the challenges of the economic crisis and the structural weaknesses and to provied new guidelines, aimed at economic growth based on knowledge and innovation, and accompanied by the elements of social inclusion and sustainability. That document sets out five measurable goals in five areas: employment, research and innovation, climate change and energy, education and fighting poverty.

The specific objectives of the EU as provided in this document that should be achieved and which are related to the situation of the Roma
populations, are:
• 75% of the population aged 20-64 should be employed,
• the need to reduce the number of people at risk of poverty to 20 million (the total Roma population in Europe is estimated to be 8 to 10 million),
• the proportion of young people who leave the education system early needs to be below 10% and at least 40% of younger
generation should complete tertiary education

 

European platform against poverty and social exclusion
This document should constitute a contribution to the EU's fight against poverty, which is based on an efficient social welfare system on the one hand and the growth and employment on the other hand, and it is developed in the broader context of Europe 2020 Strategy. The European Commission in this regard identified the following fields of operations, where each in its own way correlates with the objectives of the national strategy for the Roma / activists:
- Providing support for the fight against poverty and exclusion through the full range of public policy
- Greater and more effective use of EU funds to support social inclusion
- Promoting social innovation and reforms based on research
- Working in partnerships and use the potential of the social economy
- Encouraging policy coordination among EU Member States

 

JIM - Joint Memorandum on Social Inclusion of the Croatia: Report on the implementation in 2009
JIM is a joint initiative by the Republic of Croatia that was signed in 2007 as part of the EU pre-accession period, and in the field of combating poverty and increasing social inclusion. An an integral part of the strategic goals of the JIM are:
- The inclusion of Roma children in pre-school and primary school
- The introduction of extended stay and additional training of Roma assistants
- Increasing the number of Roma students / pupils who enter secondary education
- The creation of the entire school environment in accordance with the principles of intercultural / multicultural education
- The construction of cultural centers
- Creating conditions for inclusion of Roma representatives in local and regional government
- Improving the health care of the Roma population
- Closer involvement of Roma women in decision-making processes
- Promotion of employment of the Roma / Roma women through training
- Improving the living conditions of the Roma population
- Prevention of violence and discrimination against the Roma / Roma women
- Empowerment of the Roma / Roma women for greater participation in projects and strengthening the effectiveness of the programmes / projects for the Roma / activists.
