Governmental

The basic governmental institution dealing with ethnic minorities in Poland, including the Roma community, is the Department of National and Ethnic Minorities, established within the Ministry of Internal Affairs and Administration.


The scope of activities includes conducting the affairs of national and ethnic minorities and communities using the regional language, in particular:

 

  • developing the proposals for the state policy regarding national minorities and ethnic and regional dialects in consultation with the representatives of other ministries;
  • the development and coordination of the programmes for national and ethnic minorities and regional dialects;

  • The Sejm and Senate of the Polish Republic prepared information concerning national minorities and ethnic and regional dialects for government bodies;

  • the preparation of materials related to the cooperation with institutions and organizations, working with national and ethnic minorities and the regional language within the European Commission, Council of Europe and the Organization for Security and Cooperation in Europe;
  • organizational and technical support of the Joint Commission of Government and National and Ethnic Minorities, including the preparation of materials for meetings of the Joint Commission and the minutes from these meetings;
  • cooperation with the government and the local government to consider the local needs of national and ethnic minorities and communities using the regional language;
  • maintaining contact with the management of social organizations, ethnic minorities and communities using the regional language and providing - where possible - help to these organizations to achieve their statutory objectives;
  • performing the measures to respect the rights of national and ethnic minorities and persons using the regional language, solving their problems, as well as aiming to combat any violation of their rights;
  • taking action to solve the problems of national minorities;
  • performing the measures to combat any violation of the rights of persons belonging to national minorities;
  • the preparation of the materials related to respecting the rights of persons belonging to national and ethnic minorities and persons using the regional language of domestic law and international obligations of the Republic of Polish;
  • organizing and conducting a training for the employees of provincial offices responsible for the issues of national minorities.
